BPL Season 4 Tournament Rules and Regulations
The Spirit of Cricket
Cricket owes much of its appeal and enjoyment to the fact that it should be played not only according to the Laws (which are incorporated within these Playing Conditions), but also within the Spirit of Cricket.
- The major responsibility for ensuring fair play rests with the captains, but extends to all players and match officials.
- Respect is central to the Spirit of Cricket.
- Respect your captain, team-mates, opponents, and the authority of the umpires.
- Play hard and play fair.
- Accept the umpire’s decision.
- Create a positive atmosphere by your own conduct, and encourage others to do likewise.
- Show self-discipline, even when things go against you.
- Congratulate the opposition on their successes, and enjoy those of your own team.
- Thank the officials and your opposition at the end of the match, whatever the result.
- Cricket is an exciting game that encourages leadership, friendship, and teamwork, which brings together people from different nationalities, cultures, and religions, especially when played within the Spirit of Cricket.
Team Participation
- Each team will need 20 players to participate in the tournament. All 20 names will be a requirement at the time of submitting the application for the tournament.
- Player names cannot be substituted or amended after the application has been accepted by the league organizers.
- The entry fee is 260 pounds per team. The amount will become payable once the application for participation is confirmed to order the materials and pay for the ground bookings.
- Players cannot move teams during the tournament. All captains and players are required to have a prior agreement before the application.
- Neither the captain nor the player can request swapping of teams during the league. This will not be permitted even if the two captains mutually agree to a player swap.
Match Arrangements
- Organizers will book grounds and arrange neutral umpires.
- Team captains will not be able to request a change of venue, date, or the umpires for the match.
- The league will be played with a hard tennis ball which will be ordered by the league organizers and given to the captain on the match day by the umpires.
- Captains cannot get their own balls or request a box to be kept in their team kits.
- The league organizers will reserve grounds for the entire tournament. This will be played on the prepared pitches or artificial turfs.
- All matches will be played during the weekends.
Match Outcomes
- Opponents are to get a walkover and will be given 2 points if there is a no-show by the opponent team on the match day.
- If a team is disqualified for a match, the opposite team will be given 2 points.
- The top 4 teams will qualify and play IPL-type Eliminators and Play-offs.
Awards
- For each match, the Man of the Match will be decided by the two umpires. Their decision will be unequivocal and cannot be requested for a re-review.
- Man of the Series will also be decided by the umpires before the finals match, and the player's performance during the finals will also be factored in. Captain's input and recommendation can be shared with the umpires.
- There will be separate awards for Best Bowler, Best Batsman, and Best Fielder.
Misconduct and Rule Violations
- Misconduct by a player or teams found breaking any of the rules of the league will result in expulsion from the tournament, and the participation fee will be forfeited.
Applied Rules and Exceptions
All T20 international rules are applied except the following:
- Leg before wicket (LBW) cannot be used to dismiss the batsman.
- Anything else which is not explicitly covered in this booklet.
- A batsman who is retired-hurt cannot bat again unless all others have batted at least once.
Match Timings
- Meet time for Saldes and Winton: 6:00 AM
- Meet time for Littledown on Saturday: 7:00 AM
- Meet time for Littledown on Sunday (1st Match): 6:00 AM
- Meet time for Littledown on Sunday (2nd Match): 8:30 AM
- Toss time for Saldes and Winton: 6:05 AM
- Toss time for Littledown on Saturday: 7:15 AM
- Toss time for Littledown on Sunday (1st Match): 6:05 AM
- Toss time for Littledown on Sunday (2nd Match): 8:45 AM
- Match Start for Saldes and Winton: 6:15 AM
- Match time for Littledown on Saturday: 7:30 AM
- Match time for Littledown on Sunday (1st Match): 6:15 AM
- Match time for Littledown on Sunday (2nd Match): 9:00 AM
Delays and Overs Reduction
- In case of a delay in the start of the match due to the late arrival of teams:
- Delay up to 5 minutes: 1 over will be reduced from the team that came late.
- Delay up to 10 minutes: 2 overs will be reduced.
- Delay beyond 15 minutes: 3 overs will be reduced, and so on.
Fielding Restrictions
- Maximum of 3 fielders outside the 25-meter circle for the first 6 overs.
- Minimum of 5 fielders (including the wicket-keeper and bowler) inside the 25-meter circle after 6 overs. Failure to do so during the delivery of a ball would be called as a No-ball by the umpire.
Umpire Decisions and Conduct
- The on-field umpire’s decision will be final.
- If any team misbehaves or abuses the umpires inside or outside the field during the match, the team will be disqualified from the tournament.
- It is the captain’s responsibility to uphold the spirit of the game by their team.
Rain Rules
- Due to rain:
- If a match is abandoned before 8 overs of each innings, points will be shared equally.
- If the match is abandoned after 8 overs of the 2nd innings, the result at the time of the interruption will decide the winner.
- If a match is abandoned, points will be shared.
- In case of drizzle or short rain, the umpire will decide whether to continue or stop the match.
Match Timing Changes
- Any requests for a change of match timings will not be entertained.
Uncovered Rules
- In matters of doubt not covered by the tournament rules, the decision of the tournament committee will be final and binding upon all concerned as per the standard rules.
Runners
- A runner can be used only when a player gets injured during the innings or during fielding.
- A runner cannot be used for a player who is injured before the start of the match or is tired during the match.
- The runner can be used only at the discretion of the umpires depending on the reason/cause and with consent from the opposition captain.
Protests and Walkouts
- The on-field umpire’s decision will be final.
- If any team walks out of the ground in protest during playtime, the team will be disqualified from the tournament.
Substitutes
- At any point in time during the game, a maximum of 2 substitutes will be allowed in the fielding.
- If a player goes off the field and returns to fielding later, they will be allowed to bowl only after 3 overs of fielding.
Bowling Action and Fielding Movement
- During the course of the bowling action, fielders other than the wicket-keeper are allowed to move only in a forward direction, not sideways. The umpire can call it a No-ball if this rule is violated, causing distraction.
- During the course of the bowling action, fielders, including the wicket-keeper, are not allowed to make any noise that distracts the batsman. The umpire can call it a No-ball if the fielders are making such noise.
Umpire Consultation
- The umpire has all rights to hold their decision for few mints to consult and take views from leg umpire and then declare his decision
Boundary Length
- Length of the boundary is 50 meters from middle of the pitch to all sides of circle, unless it is blocked due to fence.
Illegal Bowling Action
- Illegal Bowling action, Batsman can notify this to Umpire after 1st ball or before the start of 1st ball or anytime of the over. Umpire will check his action and declare a no ball or legal ball accordingly.
Short Runs
- Batsman can't take a run when short not offered , decision of idenfying short offered or not stays with umpire
Innings Duration
- Each inninngs should be completed within 80 Mintues with 5 minute break to start the second innings
Playing XI Announcement
- Annouce the playing 11 before toss
Guard and Bowling Side
- Umpire should ask Bowler for guard and inform batsman the bowling side or guard.. Umpire can't give noball on this point
Bounced Ball Touched by Batsman
- It is Legal delivery if batsman touches the bowl that bounced and went above his head
Wide Ball Rules
- It is Wide ball if batsman doesn touches the bowl that bounced and went above his head( irrespective whether it is 1st or 2nd bouncer, it will be given wide), 2 bouncers above shoulder and below head are allowed in a over.
- All “no-balls” (As per ICC rules: front foot, side-line, above the waist, Fielding restriction etc)
Wicket Keeper Bowling
- If Wicket keeper wants to bowl, he could bowl but before that it’s his/captain’s responsibility to inform the umpire about the change of wicket keeper. This needs to be ensured by fielding captain & in case missed out umpire could call the delivery as no-ball.
Stumps
- As a tennis ball size is small. if a legal delivery touches the stumps or goes from inside the stumps , Umpire will declear that as out and no need for bails to fall.
Wide Ball Measurement
- Wide ball is measured from middle stump with SH size bat.
- Saldes have marking lines.. Umpire can call wide if the ball goes on the line or outside the wide.
- other grounds, if umpire keeps the cone.. Captains and umpire to agree before the start of the game i.e what is wide i.e inside the cone or on the cone or outstide the cone..
- it is hard implement some of the wide rules when batsmen move or switches from right to left or left to right . So for BPL , lets simply follow the wide lines to call any wide..
Substitutes and Impact Player
- "Captains to share 13 Names at the beginning of the match and lock that in the stump app. It is other captain responsibility to verify.
- 2 subsitutes are allowed, they need to be from the original 13 names list
- Among those 2 additional names , Captain can announce Impact player,they can be introduce only after completion of the any over or start of the any innings.
